Yokoi postponed his retirement to help develop the VB because the N64 wouldn't be ready for another year. When he left, he EXPLICITLY told them that the Virtual Boy was barely out of alpha and that they needed to work on it more to provide a quality project. Yamauchi proposefullu let Yokoi take the heat for VB so that Bandai would change their minds on hiring him.

Like the console division would call the DMG (Game Boy project) the DAME GAME (no-good game) and tried (and succeeded) to get it cancelled, then the handheld division would exploit the SNES delay to make the console division look bad and get their project greenlit again, then withheld support for it as much as possible.
