Licensing hell. The MM IP is supposed to be owned by Enix, which is now merged with Square. Meanwhile, the game was developed entirely by Treasure, and was published in the west by Nintendo.
The PS1 game Rakugaki Showtime has Marina as a selectable character, but that game was apparently recalled from stock due to copyright issues, likely in part due to Marina.

Dang it. I've known for decades that the Saturn was some sort of mystical Nirvana for weird Japanese games, but I've always made excuses not to buy one on eBay. I've been itching for a MM-like experience since forever (even if it's not a platformer), so this may be the thing that finally pushes me to buy one.

Get yourself the Greasemonkey browser plugin and its emuparadise workaround script, search for "Rakugaki Showtime rom", go to the first couple of results that redirects you to emuparadise, rightclick on "Download using the workaround script", then "Save destination as..." It has already been mentioned all the licensing issues, but despite /vr/ distaste for Treasure games, back then the devs were appreciated for their mechanically experimental gameplay and lack of sequels because they explored the mechanics nearly to the fullest in the games they made. The did eventually do more sequels, but with all the licensing with Troublemakers, it is probably more likely to get an indie dev to create something similar like how everyone wanted more Valkyrie Profile so some indie dev decided to make that Invisible game which uses the same mechanics. Surprising it hasn't happened sooner, as there have been Ikaruga and Guardian Heroes-like games.

Very scarce. Enix (who published it in Japan) didn't publish it in the west, so Nintendo did it.
It got some single-page ads on magazines, and a TV commercial, but it wasn't pushed as hard as other 1997 titles.
2D was kind of a bad word back then, people would genuinely get turned off. It's very different from today, where 2D is seen as a novelty. Back then, we came from ONLY 2D, to finally a generation with actual 3D games, so people just avoided 2D like a plague.

Yes, use the d-pad. That's probably the toughest one to get, my advice is, start tapping as soon as the race starts, that milisecond will make a different. The best way to know when exactly to start is by using the music as a sound cue. The beat works as a metronome, so memorize the beat and start exactly when you should. You can retry as many times as you want anyway. Then tap the d-pad like a motherfucker, but don't mindlessly mash, make it a constant and fast tapping.
