Video games are for having fun.
If you enjoy games more with cheats, then there's no problem.
It doesn't matter if you're fooling around, getting past a place in the game where you got stuck, or just blowing through a whole game.
The exception is multiplayer games, where you cheating can hurt someone else's ability to have fun.

When you're bored with a game, cheats can be fun to fuck around with. Wouldn't recommend them before then, though. Being a young teen with the nail gun bullet code for Hitman 2 made the game enjoyable when you only got so many games per year

I used to feel guilt about using a gameshark to get through Contra III but I wouldn't play it any other way.

They're fine if they're used to unlock something that is inaccessible through normal play, such as Pokémon Mew, or the test stages in GC Wind Waker. Why use them otherwise? What's the point of buying an RPG if you're maxed out from the start, or a racing game if the time limit is disabled/you are in first place all the time?

I tend to use codes for annoyance fixes rather than cheats. For example: save anywhere, joker random battles off, PAL2NTSC, walk faster, widescreen, dithering off etc.

Made StarCraft fun for me when I was 10. Because I had fun with it as a kid, it helped me revisit it as a teenager and learn to git gud, and now I have a real love for strategy games.

You could do some really odd stuff with certain NES games if you had a Game Genie. SMB3 had a ton of codes that made it really interesting to mess around with once you got tired of playing the game as it was.
Kinda the same as using debug mode in the Genesis Sonic games. Once you've played them a million times, it's kinda fun to break the game and wander off to otherwise-inaccessible parts of the levels (especially with S3&K)

Gameshark was really cool too. Fun fact - If you use cheats to enable all the weapons from the start in Ape Escape, you end up in a spot where you have 1 monkey left to catch after 100%ing every level so you can't beat the game.
