It refills your life. If Mario incurs damage to his life bar, even if he gets a star and completes a stage, his life bar isn't restored. When you complete a normal stage this way you return to inside the castle, so it's the fastest way to refill life and also helps beginners who aren't necessarily aware that the water outdoors also refills your life.

It's attract mode like in the arcades, because all game designers at the time were arcade game designers first and foremost and Nintendo was an arcade game company until the NES. "Attract mode" is when the game automatically plays a scripted sequence to show what gameplay is like. Most 8-bit and even 16-bit era games had it. Today games normally play a CG movie if you dally too long on the title screen, which is a sort of evolution of attract mode.

Meanwhile, yes, the SMB's 1-1 teaches mecahnics to players. The enemy forces you to jump. The blocks spawn coins and then a mushroom. First there are pipes to jum over, but the space between them is safe. Then there are pipes to jump over with a pit between them. A fire flower. Finally, the ladder up shows that jumping at the top of the pole is good for you. Right away, 1-2 makes you put all this knowledge to the test. It's purposeful and clever design, solid as they get.
