The locked chest appears the second you agree to reforging your sword. The dwarf you rescue even talks about it as something you can do while waiting for your sword to be finished.
It's pretty obvious the intended route was that you'd start reforging, get told about the chest, go unlock it, and then come back to get your finished sword, since doing that whole sequence takes far more than the required number of screen transitions for the sword to get finished.

I went on the bottle chest sidequest and when I came back they were finished. Used the hammer and hookshot in the absence of a sword.

You literally only need to move ONE screen for them to finish the forging.
