Chun-Li probably was one of the first to make acceptable or popular a strong female character, but there were examples of female videogame characters before: The Phantasy Star RPGs, Wonder Momo, Metroid, Marfchen's Maze, Legend of the Valkyrie, Flash Gal, Thyra from Gauntlet, etc.

There was also a pretty popular spanish game for 8-bit computers titled Phantis about a sci-fi heroine who had to rescue her male comrade. Pretty much the reverse of the usual plots of that era.

Oh right, there's Blaze from Streets of Rage. There were a few moderately popular characters like Valkyrie no Densetsu et al. Terra from FFVI came three years after the Chunster. We still don't really have one that is taken seriously. I promise you that when I say this, I'm not some retarded feminist, it's just the truth. Sure people love certain characters but they're all ultimately sex objects (Lara Croft) and/or shallow (Chun Li, Samus, Peach, Zelda) i.e. they don't talk or do feminine things so take away the sprite and you'd have no idea they were even female.

There has yet to be a female character with a developed personality who has been celebrated for that reason. And I'm not saying those characters don't exist, there's plenty (maybe not "tons"), but no one cares. Even when these characters happen to have both mainstream appeal and a well-rounded personality, no one could tell you anything about the latter. Like, take any Final Fantasy girl; some of these characters are actually somewhat interesting, but whenever I see some mental midget try to describe their personalities, it's always either completely wrong or obviously headcanon.

Nobody talks about characters like April Ryan, Meryl Silverburgh, any Forgotten Realms female. And I'm not saying these women are like, amazing and rank with real literature or anything, but for what they are they're pretty compelling. Even characters like Jill Valentine or Sarah Kerrigan aren't bad, but the creators and/or fans seem to willfully twist these characters into sex objects or "BaDaSs WoMeN" over time.

I want to look at StarCraft specifically. The Brood War campaign basically ended with Kerrigan being this visually disgusting monster who ruthlessly backstabbed former comrades. Her one-time love interest vowed to kill her, and she unleashed a wave of destruction that ruined a galaxy's worth of lives. In SC2, it takes five minutes for them to backpedal on this and make her look semi-hot, a barely-conscious figurehead with none of her former cunning or wry humor, and this same love interest pining for her and wishing to redeem her.
