Perfect Dark has some questionable design choices, such as failing objectives just because you accidentally moved too far away from them in some missions. Fuck Chicago. And it's even more cryptic than GE at some points.
GoldenEye provides a greater sense of freedom, it lets you explore at your own pace and you don't get a mission failed until you leave the level entirely or fuck it up somehow. Technical wise, and multiplayer wise, it might not be on par with Perfect Dark, but the campaign is much more solid and enjoyable imo.
