The person who buys the game has a right to do what they want with it. People also have the right to criticise what the buyer does with it all they want. I have a hard time getting worked up about something like this. If a game is a prototype or something, it's something that was never released to the public; as such I don't it's possible to claim that the public has some "right" to it, as it never entered their domain in any capacity. It's not part of "the history of video games" as it was experienced by the public. It's part of the history of some company's private affairs.

Some people view games as a medium of art, so it's no surprise that they want to preserve it. People do the same thing for other mediums, like film, music, painting, etc. A huge portion of films made before the 1940's are gone forever because of a lack of interest in preservation. We know about them through promotional materials and records, but the films themselves were destroyed over the years.
It really is a shame and that's why people, understandably, feel disgust towards those who just want to horde.
