Dracula X throws medusa heads at you right on the first level, and iirc they're faster than the ones in Rondo, or at least placed in a way it makes them harder to deal with.

No, many western journalist spread that myth back in the 90s and it somehow stuck.
They're different games, Dracula X only reuses Richter and enemy sprites, and some bosses. The rest of the game (all levels and some bosses) are new.

oh, it gets worse. i was playing this evening and got killed by this guy because i blundered into the room. and because i was savescumming i saved over my game right at the death screen when i meant to quickload instead. i was going to use one of those very potions on the spot but instead i torpedo'd my entire game

RetroArch has a core for the PC engine that works well. install retroarch, download that core, and then grab a rom for Rondo. You might need some other file with those, just google it.
