So basically, you're looking for any generic 2D action game that -isn't- a beat-'em-up. Shinobi, Rastan, Strider, Castlevania: Bloodlines, Vectorman, etc. all play like this. About the only distinction is that enemies don't have large amounts of health like they do in Comix Zone.

No you smartass it's a legit question because those beat em ups DO exist and that style preceded the belt scrolling one people associate with beat em ups today, and still existed alongside games like Final Fight. Stuff like Ninja Warriors, Bad Dudes, Kuri Kinton and others. Obviously there's some overlap with action platformers because these games influenced each other but these games have little to no platforming usually.

Nah, what OP describes does make sense as something distinctive; kind of a little Venn intersection between regular 2D action games and Beat'em up's with "3D" movement. There's aspects about how you engage enemies inBeat'em up's (comparatively complex fighting system with a certain potential for variation, enemy "locking", a focus on positioning and limited mobility, etc.) that broader action games don't feature, focusing instead on high mobility and single attacks.

Most these games are certainly genre mixes though, and as you say it feels more correct to label them as broader 2D action games (Idk about "platformer" though) than as Beat'em Up's; Also, they probably only added the elaborate fighting controls and long battles to Comix Zone to make sure it didn't end up an even shorter game

Sure they do, but Comix Zone isn't one of them. The progression of gameplay is nothing like Final Fight, much less more traditional beat-'em-ups like Streets of Rage or Double Dragon.

OP asked for a very specific kind of beat em up listing 2 very specific criteria, those beat em ups exist and were even reasonably common, there's no issue here at all. Bad Dudes plays absolutely nothing like Final Fight or Comix Zone either yet it fits his criteria

I agree with this. Comix Zone is a kind of genre-bending game. It gets lumped in with beatemups but really isn't the same kind of game as things like Golden Axe or Streets pf Rage.

Personally I rather enjoyed Comix Zone but would unironically rather go to the dentist than have to sit and play Streets or Rage.

Comix Zone if I recall has some platforming, but is is still a beat-em up. Ninja Gaiden is like a straight platformer.

Not him and it's different from both but I would put Comix Zone closer to Ninja Gaiden than Golden Axe.
