It was more that during the early to mid 1990s the government shifted a lot of money into "prevention programs" targeted at kids - shit like DARE, which was basically a thing they forced on teachers where they told you how bad drugs are (no surprise that it got discontinued when it was proven to be totally ineffective). The "Winners Don't Do Drugs" thing was part of that, since arcades were seen as a space mostly populated by kids and younger teenagers.

All in all, it was a giant waste of money.

But if they didn't want you to do drugs.. why do drugs and video games go so well together? And how many of these games we play were made by people on drugs?
