I just pulled my OG SNES out of storage and all the games boot up fine except one: Link to the Past. What are some reasons an old cart might fail? I've already cleaned the contacts. Do they have caps in them that get old or anything like that?

I'd suggest cleaning the pins even more first. Use Weiman's stovetop cleaner, unless you've already used something like that.

Are the caps a common source of failure in cartridges? I've never heard of a cartridge failing aside from mechanical stuff like contact damage.
