This was always one of the few fan theories I actually found to make the game's story so much better, and even makes a lot of sense. Unfortunately, I'm pretty sure one of the developers completely dismissed it as having no validity in an interview a while ago, even though he gave some credence to others.

Has anyone played FF8 in Japanese, or happens to understand enough to go check something? The biggest thing that bugged me about the Rinoa\Ultimecia thing is that Ulti has this eastern european accent in the game, even if you assume Rinoa lives on for centuries, it's still a weird quirk to just throw in there.

I've always been curious if that accent thing even existed in the original, I feel like it's something the translation team just threw in on a whim.

So it does seem like the accent was just for the western version but that might have been because in English we don't have the same speech quirks.
