PSP 2000/3000 or a 3DS.
Main reasons to not take the 1000 are AV cables, better screens and more RAM, only reason to go for the 1000 is that Sony somehow got a hold of Nintendium in order to manufacture it.

on the 3ds? only with emulator or injecting into other VC-games.
nds can play gba-games natively when using a ezflash 3in1, gb/gbc has do be done via emulator.

The Vita is the most attractive option honestly since it has a nice screen. The only real issue there is cost and getting one with the right firmware.

A Pixel 2 XL, which runs emulations well but the controller situation is a major problem. I tried two of 8bitdo's bluetooth controllers and they had such immense input lag that it was impossible to play anything other than a turn based RPG.

Honestly, since I'm trying to keep this as simple as possible, I think I'm just going to end up going with an SP and flash cart. SNES emulation would be nice, but adding that requirement on makes this whole thing either expensive or a pain in the ass. Plus an SP is extremely portable which is a huge feature.

There are three major differences between 3DSs.

A "New" 3DS has a better CPU, more ram, better 3D stability, and a few more buttons. They also use micro SD cards instead of normal ones. You really do want one if you plan on running emulators and homebrew.
