Man, I have to be one of 20 people in the world who played that. It was the last game released by Mythos Games, Julian Gollop's company (closed down in 2001 after MicroProse got purchased by Infogrames, who cancelled pretty much all ongoing projects).

There is a flaw here. Yes, a lot of wonderful stuff game out in 1998, but 1999 was the first time 1998's complete catalogue would have been fully available. Therefore 99 is greater by virtue of having all of 98's stuff and having the fullness of hope generated by the preceding year.
This was of course before the giant downhill slide after the turn of the millennium.
