It says "Sega System", because that is what they originally called it in North America. They only called the bundle with the Light Phaser and Safari Hunt the Master System. It was years later when they finally decided to call the system in general the Master System.

In N. America it started out as Sega System, or simply Sega. These are the facts. Why this angers people so much, and why they get so hysterical and even censor these facts is ridiculous. Applying actual censorship....

Even on the earliest models, Master System was written right on the console, AND on the bios splash even on the "Base System" sets. You can the base system set on this picture, you can see the label on the console. It's no different than on any other model 1 set. The Sega System name was an early idea that was even patented, but scrapped before the consoles hit the shelf. They didn't change the already manufactured box and manual labels to cut costs. I always knew it as the Master System, so this is news to me. However, this doesn't seem entirely correct; it appears both they sold both the "Sega Base System" and Sega Master System concurrently for a time, with the difference being the inclusion of the light gun and games with the latter. I'm guessing the Base System variant was simply less popular, so they phased it out.
