What's there to debate? Metal Gear Solid is basically just a virtual novel with game play elements peppered in every once in a while. The stealth elements in MGS are basic and just serve as window dressing for the storyline. Thief is actually based around the stealth gameplay mechanic and it is the central core of the game.

Why is Thief so overrated? It's so barebones by today's standards. It's literally a walking simulator with enemies vaguely responding to light and noise. You don't get nearly enough choices, equipment, or feedback that you should do. It feels unfinished. Half-Life 1, for example, had way more interesting AI and scenarios, and that isn't even a stealth game, plus it's older.

Hardly even the same genre. I love MGS but the first game is practically a VN with puzzles and boss fights. The number of enemies you actually get to stealth past is about 20.

Overall I'd give it to MGS1, but as far as the actual stealth gameplay, probably thief. MGS1 is simple pac-man stealth with regular loud action sequences.

Because it's simple, but it works. The maps are fun to sneak through, carry a good v i b e, what you have to do to remain hidden is well communicated with floor tiles being obviously differentiated and light level being shown on your HUD (one of the worst things a modern stealth game can do is leave the player not understanding how they just got detected,) plentiful secrets, alternate routes, gadgets like moss and water arrows have to be carefully conserved

It doesn't have a dishonored level of variance, it's just nice and tight. The biggest problem I'd probably have with Thief is that there are sometimes areas where it feels extremely impractical, even unintended to avoid blackjacking liberally when that isn't as satisfying as simply sneaking through.

I'd say thief, simply because the atmosphere and mechanics are more focused than mgs1, which relies more on variety. There's a lot of stuff to do in mgs1, but in thief the few things you CAN do are more satisfying. It's a difficult comparison because they're just not going for the same type of stealth experience, and both are primitive, in a sense. They had yet to iron out the kinks of their respective 3d stealth systems.
Mgs2 vs Thief 2 would be a real ball buster though. Those are both masterpieces.

With all my love for tenchu, it didn't get stealth just right and this is why tenchu didn't get directly copied by other games, which generally get categorized as 'stealth games'. Thief is the game that provided the template for the stealth gameplay as we know it, e.g. established a new genre.

They aren't even comparable because MGS1 doesn't care about stealth very much compared to its predecessors and most of its successors.

MGS1 is more about presenting a single story and a single location that's fleshed out with boss fights and action set pieces. The stealth in MGS1 is more or less just a breather from the action and a way of linking everything together. The sneaking and level design are good, but there really isn't much of it. MG1, MG2, and GB are all far more concerned with sneaking and exploring even if they also have boss fights and action sequences. Pretty much every Metal Gear game after MGS1 is too; the one big exception is MGS4.

Even most MGS fanboys admit that its stealth mechanics are a joke compared to the likes of Thief and Splinter Cell. It can be debated which one had the better story but purely from a stealth gameplay standpoint Thief is objectively the better game.
