Same reason an album released in 2007 can win a Grammy in 2009 or a TV show from 2016 can win an Emmy in 2018. The window for consideration may not match the calendar year; a lot of awards count September as the cutoff.

In this case, I suspect it's a case of the review being the "1998-1999 season." The game was released in 1998 but got most of the attention in 1999.

The problem i have with people calling this the best game ever made is that it suffers from the "at the time" designation. Was it amazing when i first played it? You're goddamn right it was, there was nothing quite like it and easily one of the best experiences ive had playing a game for the first time.

But today, it's a formula that's been expanded and perfected far beyond what it is in several cases and now just seems... old and tired. I rarely have the urge to play it again because i feel like there are newer games out there that do what it does better. It contrasts greatly from say, Mario 64. Yeah, things have been expanded upon, but they still haven't QUITE found a way to top it in 3d mario games in terms of speed of the gameplay and pure entertainment.

tl;dr: I dont think OoT is the greatest game ever because it's been 100% outdone. There are lots of retro games out there that are still superior to their newer iterations or similar genre games in certain ways, but i can't think of one way OoT is. I see it as an icon, as a first, but not the greatest.

Maybe not the best RPG of all time, but I think we can all agree it is the best third person shooter of all time.

I think I beat it twice, last time I played it must be about 15 years ago. It's a wonderful game just not the type of game I personally come back to over and over and like Goldeneye or SMB3 or Quake. 2d zeldas like LttP can also be played through much more quickly. It was lots of fun at the time.

Both are good games. I think Zelda works better as a 3D game. Better combat, better designed dungeons, more puzzle opportunities, and more complex weapons. The problem was that the 3D zelda games shifted focus to story-driven nonsense when that was never the series strong point, which really brings down the reputation of 3D Zelda games, and Ocarina remains the strongest entry in the series.
