Check forums. Check ebay. Check wherever. There's a prototype of Blaster Master NES for sale on NintendoAge right now. I've purchased and released many previously undumped (at least not publicly) things. While the tide of sales ebbs and flows, rarely will you have to wait more than a few weeks before a prototype of something shows up for sale somewhere, you just have to be diligent. It is often a gamble and you wind up with a same as retail prototype, but for people who genuinely care about this stuff, that's a risk of doing business.
