There are plenty of licensed emulators. Did your daddy install a free one for you once? It's probably licensed under the GPL or something similar. Free to use for anyone. Short answer is Sega had major restructure and move in the late 90s that made them lose/delete/destroy all their spice coding on most games. It’s why many titles don’t see ports or have that awful PC source soundcard. Actually most ports made today come from their PC ports.
