Cite? Seems like a straw man to me. That said, the de facto protagonist trades at different points of the game. Terra is the first protagonist. Locke sort-of takes over for a little while, and then Celes is last before it goes full open-world.

Terra gets the most time in the spotlight and she gets instant "Chosen One" status by being the party's main link with the Espers.
Espers are a big part of the gameplay and the Warring Triad is the story's main MacGuffin for the first half. You could remove Gogo, Umaro, Mog, Gau, Relm and Cyan from the game and basically nothing would change.
The second half does ultimately leave everything up to you though.

Terra, Locke and Celes are the most important characters in the game, with Terra and Locke being THE most important by far.

That said, LOST also had a huge cast of characters, all with defined stories, but some of them were much more important than the others, like Jack, Locke, Sawyer and Kate.

She doesn't carry anything, she's timid and takes a back seat at several points. Aerith and Yuna have more involvement in the stories their in. Terra's role in the story is closer to macguffin than a hero.

Terra is still central to the plot. Even if you don't recruit her in the WoR, she shows up after the final battle anyway because she's required for the ending. And certainly she's the most central protagonist for the WoB.

Yes, the game has multiple POV characters. In particular Locke, Sabin, and Celes all take turns at the helm (and then Setzer is your default airship pilot for the final segment). But Terra is undeniably the most important. She's the first one and the story in the part of the game that has an actual plot centers around her. When Terra is out of commission the story plot is still driven by finding her, reviving her, and discovering her true nature. When she returns, its her quest to visit the Espers and then again to try and make peace with them after they go berserk.

And then, despite the fact that the original plotline ends in a disaster and Terra sits out the non-linear phase of the story almost entirely, she's important enough that she has to be brought back for the ending because no other character has any conflict directly related to the main storyline about the espers and magic.

The statues and magic still exist. The big question is what will happen to Terra when the statues are destroyed and magic disappears from the world No other character really has any stakes in the ending, besides the obvious "get rid of Kefka so we can rebuild the world."

Either the game actually doesn't have this "every character is a protagonist" bullshit or they failed incredibly hard, or both.
