Yes, but you could just replace the capacitor. Through hole components like that are insanely easy to work on even if you have little soldering experience.

Reflow lead based solder into them and put more heat into a fat tipped iron. High temp doesn't matter if you're fast. I set my soldering station at 475F to remove NES CPU and PPU. It's actually less stress on the board because you get in there and out quickly and the shitty old solder actually melts and can be removed. The CPU/PPU on toploaders are especially a bitch to work on, coupled with thin traces that are easily lifted if you're ham fisted.

Going at them at a lower temp just makes you hold the iron on the board longer, which is a bigger risk than higher temp quickly removed.
