Which retro game has the best voice acting? What comes to my mind immediately are Blood and Metal Gear Solid. Duke Nukem is memorable and up there as well.

Pretty much set that standard for voice work in games.

The crapness of Silent Hill 1 voice acting absolutely adds to the slightly-off, creepiness and vague sense of unease the game creates

System Shock's amateur voice acting is really great. Makes the whole thing more believable.

Jagged Alliance 2 was a bit cheesy but it had great and memorable VA.

Best, or best for its time?

Because 'best' is probably something from the late 90's like Metal Gear Solid, but best for its time is probably System Shock 1.

Maybe for japanese developed games of the time, but I'd call the voice work pretty higher class amateur, it does pretty much have the quality of an actually good anime english dub though

Even though it objectively isn't that great I've always been fond of the English VO in the Armored Core series. Rides a fine line between goofy and badass.
