None of them are particularly different. The only things really of note are the Dreamcast version lets you view health and ammo on the VMU, Gamecube lets you skips in-game cutscenes, PS1 is the original, and N64 has awful audio. Basically just don't play the N64 version and you're fine.

PC and Dreamcast have hard difficulty which is absolutely amazing.

PC lets you skip doors. Gamecube lets you skip cutscenes. you'll save more time skipping doors rather than cutscenes even in a speedrun

PC version let's you play both the western and original jap release, not sure if DC does. Jap release is actually pretty shit, is much easier and has different supply placement, where absolutely NO supply is hidden and you find more in plain sight. It's pretty shit desu but it's worth playing once just to realize how much they fucked up with the original release of RE2.

PC has mods. PC has that extra infinite ammo cheat.

This is false.
In western releases, all of the ports, you have "new game" with its two difficulty modes (three on PC and dreamcast), and then you have "arrange game" with its own difficulty levels. Arrange is easier. But in japanese editions these are simply swapped around, so in Jap release "New game" is easier and "arrange" is actually the western difficulty.
That's why if you want to play the Sourcenext PC re-release for its hard mode you don't start New Game > Hard mode, but instead go to Arrange game > Hard mode.

It has both Normal and Arrange

Normal is like pic related: easier enemy placement; ink ribbon in this room.

Why else would they call it Normal in that release if this didn't correspond to the original release? If you need further convincing go test the original BH2 release yourself.

tl;dr the reason it's swapped IS because what corresponds to arrange for them is what corresponds to normal in the original release for us and vice versa.
In other words the original release of BH2 is pretty shit desu with more character hp (or maybe it's weaker enemy attacks, one or the other), enemies with less hp, easier enemy placement, barely any hidden supplies and more supplies in plain sight.
Western release improved all that and they included it in re-releases as Arrange.
