The best part of Sephiroth is he was dead all along and has been since that day on Mount Nibel, and all the chaos he caused was done by means of him taking possession of clones as well as soldiers injected with JENOVA cells.

That's a nice twist. BUT Kuja's definitely the best villian. His motivation started off first as trying to disrupt his master Garland and deny Garland his prize to being a genocidal maniac who fucked up two worlds at the ghought of his own mortality.

I think the Emperor is kinda underrated in FF2. His men carpetbombs half the planet with a flying battleship then he cleans up most of the rest with a tornado castle. Then when the going gets tough and he gets himself killed (a good way to show he's not overpowered, but someone you can reasonably take down), he fucks off, murders Satan, hijacks Hell, takes it over, and decides to finish the job in taking out the rest of the planet for shits and giggles

he's obviously one-upped by later villains, but for such an early entry in the series, he comes off as a decent trailblazer in the "bad guys who cause the most destruction and sorta win" department

No he didn't. Kefka was such a failure of a villain, he actually saved the world. The true villain of the game was Emperor Gestahl. He was the one who researched Espers and managed to invade the Esper world, he was the one who discovered the lore about the Goddesses, and he was the one plotting dominion of the entire world.

Kefka, who can't think beyond just flailing around and destroying shit, herpaderped into the Goddess field, interrupting Gestahl's plans and absorbing the power himself. While Gestahl would've been a brutal overgod that the protagonists couldn't have withstood, Kefka continued to be a Reddit-tier le randum retard who just blasted lasers around randomly. KILL KILL HATE HATE, etc.

The world was far from destroyed with just as many towns and cities existing after his attacks as before. And when the heroes came to put him down, he was too insane to bring his omnipotence against them and was put down like the retarded mad dog he was.

Don't wanna play the contrarian card but the Emperor (Mateus) from FF II is really underrated. He successfully conquered the world, hell and even the fucking heaven. He also returns from the dead, after conquering hell, and manages the most meaningful kills throughout the story, even if indirectly through his ploys.

Kuja's evil deeds are pretty meaningless when, number one: he dresses like the second least convincing trap ever (Adel being number one, fyi) and number two: his entire premise was daddy issues, compoinded by a childish tamtrum about being mortal.

He's the villian with the weakest presence both on screen and in concept and he is only "memorable" now that loving FFIX has become a meme.

Simply put, he sucks ass.

The best villain? Meh... FF isn't packed with those, but it does have memorable ones: Chaos, Kefka and Sephiroth are the big 3 iconic villains, so I'd have to say go with one of them.

In terms of the most successful villain...

After thinking about it. Yes I suppose it was. He was jealous of Zidane because Garland created him to be better than Kuja. He could not take this and threw Zidane on Gaia and though he did his job as an angel of death he had is own agenda.

I'd say this suits his character well. He's selfish and destructive. So when he was informed of his own mortality I would say it only makes sense for him to want to destroy everything.

The best one was ultimecia/rinoa. She actually had killed everyone in the future. Whole continents were wiped out. Besides even if that part is just squalls dying dream. She still took over the world and killed the entire party at the end of disc one.
