More or less a year, yes.
It's like that for every SaGa release, Kawazu doesn't really post updates until the games are almost at the end of the development cycles, and he had his hands full with the Scarlet Grace rerelease lately.
We'll probably hear more about RS3 this summer, he tweeted about being still deep into work with RS3 around april iirc, once Scarlet is out he'll be able to concentrate more on overseeing RS3 and finish it up.

SaGa 3 is kind of the black sheep of the series since it is the only title that wasn't directed by Kawazu, that is pretty evident since the game goes back to using a level based template unlike any other game among other things.
It's one of the weaker entries due to quite a few of weird design decisions, that said it's still an interesting title, especially because it predated Chrono Trigger's time travel gimmick by quite some years.

The game's not hard or complex enough for you to need advice, just explore it at your own leisure and have fun.
If it ends up being too outdated or old for you keep in mind that both that and SaGa 2 were remade for the NDS, with a great overhaul of the mechanics, especially for 3 which becomes an actual SaGa game, and various QoL improvements while keeping the games' core design intact, they're very good remakes and I warmly suggest you to give them a try.

SaGa 1 is a bit outdated by now but it's still a great game and its narrative is arguably the best in the original GB trilogy, being kind of a historically important game for a lot of reasons I'd suggest you to try it out as well, it's pretty short and easy to get into so you can complete it in a dozen of hours too.

Yes. Most other JRPGs lead you by your nose with the adventure, the Romancing SaGa remake is an adventure since you have to wrest quests and how to complete them from the game. It is possible to beat it without a guide, it is just that you will stumble and feel very lost while doing so, but when you figure things out it is very rewarding.

To use a guide in Romancing SaGa is to take out a huge aspect of why the game is so good.

I actually played the SFC version now that a good translation is finally out and it was fun, but I got lost and didn't stick with it. Maybe the PS2 version will hold me over better with its presentation. I'm sure there are other differences as well, RS1 looks and plays a lot like FF4

Akshully.. that's partially right but not quite it. It goes like this:

SaGa, aka Final Fantasy Legend:
- trilogy on the Game Boy, US/JP
- 1 remade on WonderSwan Color, fantranslated
- 2/3 remade on DS, fantranslated

Romancing SaGa:
- trilogy on SNES, JP only
- SNES fantranslation status: 1 done, 2 on hold (it's Ghideon Zhi), 3 in spanish and in-progress in english (not much news though) and already has a shitty english version
- 1 remade on WonderSwan Color with some extra content, JP (fantranslation ported some)
- 1 remade on PS2 as Ministrel's Song, US/JP
- 2/3 remade on Android/PC/Vita, US/JP (2 out in english, 3 announced for 2018)

SaGa Scarlet Grace is confirmed for an English version by now.

The game's core mechanics have been heavily altered by virtue of the addition of basically all the staple mechanics made in the series up until then and of course another load of unique new mechanics like Vortexes, weapon modes and so on, most of the content from the original game is still in though, with some slight alterations here and there but also with more stuff to do and more playable characters.

I won't argue on the looks but RS1 plays nothing like FF4 on any level, though, even the handful of shared mechanics like summoning work differently, I guess you didn't really play more than a couple of minutes or so if you felt they play similarly, it's a completely different game system.

RS2 is a good place to start. Though keep in mind a lot of the SaGa games function very differently from one another. I think if you can get into one game, you have a good chance of appreciating the others too though. https://www.youtube.com/watch?v=KH84f551-00

Unironically Kujinshi, I really like his story and character, he's a really cool and kind of relatable villain without taking the usual route of making him sympathetic by justifying his actions near the end of the game, not to mention that he has a very good introduction, the game really meshes the narrative and gameplay very well even for the weakest of the Seven Heroes.
Noel is a close second, when I first played the game I was pretty surprised when I found out they let you make temporary peace with him instead of fighting like the other heroes, even more surprised by how he's tied to Rocbouquet in game too.
Least favorite is probably Subier, he's just kind of there because he was Wagnas' little cousin and there isn't really much about him to make him interesting, even if you pick up his alternate route and fight him at the bottom of the sea there's not a lot to him.

I really like all of them though, they're probably my favorite main antagonists in the series, only the Frontier cast comes close, and maybe Apollo from SaGa 2 or some villains from Unlimited.

Dantarg at least has a personal motivation for being a dick, he's a warrior who only cares about getting stronger and stronger, and that is also tied to his gameplay mechanics, can't say the same for Subier, he just chills at the beach and is a dick to Enrique and consequently the Empire, but there's very little to him, even his beef with the lord of the sea is pretty much him wanting to get stronger and the lord of the sea happens to be the perfect prey.
Though I guess that given how everybody else was on the land somebody had to take control of the seas.
