It's all about tricking the shots into going where you want them to.

They move twice, just before their first movement, jump, so the shots remain high up before their 2nd movement. Then, you can easily slide/jump, depending on the circumstances, to dodge the 2nd movement.
You can flawless him if you learn that.

That is usually the best strategy. It just requires manipulating the projectile's AI.

You don't need any strategy.
Just know one simple thing: of all the shots, the fire shot can be the weakest. How? Once it hits you, just push buttons and directions like mad, and Megaman will get rid of the fire effect much faster. If you're prepared, you can take as little as 1 little tic of damage.

So if there isn't any recourse, just jump into the fire shot and mash buttons.

Freeze Cracker sucks, Wild Coil rules.

If wily appears somewhere in the top third of the screen, attack and evade.
If he spawns somewhere below that line, you can shock him, that prevents the balls at least until he spawns in a more favorable spot.
