Because it's redbook audio aka cd digital audio tracks and older versions of EPSXE doesn't support this.

If you're using ISO copy of it, stop, get a BIN/CUE or some other format that supports additional tracks. You could also give Mednafen a try for PS1 emulation if your current one isn't producing music or get something like Daemon Tools.
