Okay, so the big thing with the art design of the first Sonic the Hedgehog was showing off this new technology in graphics where you can create 3D objects with what's called tessellated rendering effects.

The dev team were looking at the latest 3D art during this time as inspiration for the look of the game and that's why levels have these checker board patterns; this was very common with 3D renderings in magazines during this time.

You don't need to know anything tessellation other than it fragments objects into different segments so each segment of an object is a different tone as it is hit by light. Look at the tree leaves from Green Hill Zone in my pic to see what I mean.

So, anyway - Sonic has rings because they look more 3D and have volume as they spin around, seeing as popular 3D renderings were the inspiration for the game's art design. The original option was to go with static coins because Mario but the spinning rings were more visually interesting and created a greater separation from Sonic and obsolete NES games.
