Yeah it's a surprisingly difficult game. Blame the physics acting like he's on Jupiter. It's a shame, that and Buster's Hidden Treasure would've had great parkour potential.

It only has 6 levels, but they are long levels with many different sections.

The train level is much harder than the rest of the game, but it's also sooo good and well designed.

BHT has progressive difficulty, while BBL's hardest level is the 2nd one, as already mentioned, specifically the train part.
Both are doable though, I beat them as a kid multiple times. But the train level is more difficult than anything on BHT.
The thing is that BBL introduces new concepts and mechanics in every level, while BHT is more of a straightforward platformer.

All 3 games are very good. The NES game lets you play as 3 different characters, and also has some challenge.
The 2nd Tiny Toon game for Game Boy (Montana's Move Madness) is also a solid platformer, obviously not in the same scope of the home system games, but has a similar approach to it and the distinct early 90s Konami quality.
I haven't played other Tiny Toon games, but those 4 were all good.

You didn't play the others?
Konami made 2 for GB, 2 for NES, 1 for Genesis and 1 for SNES.
That's it for the platformers. They're good, except the first GB one is average. They made a couple other party/sports games on SNES/Genesis.
Genesis one was amazing, same team as Rocket Knight Adventures.

Treasure made a GBA game, and a budget as fuck PS2 one that never got released (got leaked) with unique voice acting (they reunited the whole cast one last time in spite of some behind-the-scenes WB drama), and the GBA one felt like an average, engine test for Astro Boy GBA and Advance Guardian Heroes.

Yeah I know about the other ones and I know they're not as good as the 4 I mentioned.
All these 4 games I played as a kid, somehow I ended up getting the good ones. I guess they were popular because they are good anyway.
And well, technically speaking, I didn't play Tiny Toon Adventures on NES, I played Super Bros. 6 on my old Famiclone I had as a kid. Just the same game but with Mario's sprite instead of Buster's, it still has Plucky and Furball though.
