Game graphics don't necessarily work like how real life works, they just need to be presented in a way that makes it clear to the viewer while looking good. The first two options could arguably provide a clearer idea of what is intended by the sprite.

There are various ways of drawing it, as it technically is sort of a swaddled baby except it's a baby moth swaddled in sticks and silk.
of course rescue rangers is a USA IP but was it programmed by a USA design team or a Japanese one? My impression is that most of the 80's gamers were coded in Japan even when they used an American IP, kind of like how Transformers and GI Joe as well as the Rankin/Bass Hobbit were animated by Japanese production companies following guidelines given to them by American producers
