I consider II and IV the highpoints of the series, though II is my personal favorite. I think that what IV does the best is aesthetics, music, atmosphere and lore. While I do like Fou-Lou and Ershin, I find the rest of the cast pretty bland and one-note, with Yuna being the only other memorable character.

BoFII might not be as stylish as IV, but it really shines with its diverse and interesting characters. II has its great spin on Nina (I don't know how they could go from II's Nina to the cardboard cutouts that are III and IV's Ninas). I didn't think I'd like all the party members, but each of them getting their own arc (which I thought was really ahead of its time when I first played it) made me at least feel something for each of them. II also has quite a few memorable scenes in contrast to IV where I can only really recall Elina and Mami's deaths. I mean, II has Ryu's village's sudden and chilling amnesia, Mina's sacrifice, Rand's mother giving up her life, Deathevan killing your party members, Ryu running up to Deathevan, the showdown with Barubary, etc. Ray's twist.. I like IV for a lot of reasons, but I think that II is the more enjoyable game overall. The only thing that sucks in II for me is the encounter rate, the dragon summons and the shitty fucking random fusion undoing.

I find it to be the worst in the series. Capcom fixed all the bugs in BoF1 that allowed it to be playable, and then introduced a bunch of new ones in BoF2 that made most of the game a grind to get through.
Even really simple, small quality of life things, like having reusable magic items that cast spells.
Shamans were cool, and the townbuilding was great, too. But the equivalent systems in the later games were better. BoF2 comes across as an awkward growing pains game, to me.

When fans can't agree which is the best, it's often a sign that whatever they're ranking is very similar, or just not very good to begin with.

Here, I think it's mostly the latter. As much as I'm irrationally fond of the series, these games have always felt far weaker than the gold standard (Final Fantasy).

So far as I can tell, 4 seems to be the most well-polished, and would be my likeliest candidate for "best", but it loses a lot of points for being piss easy.

Note: I haven't played 5 yet. That one could take the cake (though apparently not really because thematically it's so different or something). I keep hearing about how "tactical" the game is. We'll see.

Why does the game wait until the final dungeon to give the player full control of an important mechanic and then expect them to spent a good chunk of time grinding and mastering those combos when there were already 40+ hours of gameplay prior to it when they could have done this? All this does it pointlessly pad out the game.
