Orion95 works for me, but I have to shut down explorer in the task manager before running it. Otherwise I get awful color distortion. I use DOSbox if I want to screenshot stuff while playing, though.

To me it's like a "conventional" war on Earth. You might end up seeing a city nuked at some point and regardless of the amount of civilians killed, they're assumed to suffer minimally.

I guess it's just different somehow if that same city gets hit with VX or sarin.

Though in MP (if you can hold out long enough) a creative democracy is a late game Juggernaut who'll come at you with fleets that black out the skies.

I see Psilon's as a good starter race if you want the opportunity to see what impact all the tech choices have. Once you get an idea of what's good and what's awesome, give one of the less creative races a go.
