MKII had an atmosphere and mystique that the series never lived up to afterward. The color palette is really well-balanced and the levels have a sense of place that hints at something bigger. The sound design is really impressive and fluid and the game still looks great in motion.

I guess what does it for me is that there was some goofy stuff in II, but it was minimal, but by MK3 we already had multiple motocross robot ninjas and white Sub-Zero and baseball cop and Brave Starr.

Mortal Kombat maybe the only case of Westerners taking a kung-fu style setting and making something cool and original out of it. Especially 2, which is just so damn cool in every way. I liked how the Playstation 2 games starting with 5 went back in that direction, instead of the MK 3 direction. Unfortunately, the graphics style was different, for obvious reasons as the photo-realistic look was no longer possible.

MKII still had all the graphic details of the stages from the arcade, which is something I noticed right away when I firstplayed it as I grew up with the Genesis version (which for example, is missing the floating monk guy on OP's pic stage)

MK had good aesthetics and atmosphere because it was a goofy 80s mystical kung fu fighting tournament movie from Hong Kong: the Videogame. MK2 was just more of that, with a couple of weird ass mutants thrown in (not at all uncommon in movies either).
You have Bruce Lee and Jean Claude Van Damme fighting ninjas, lightning monks, terminators, and Lo Pan; then you add to that more ninjas, more female ninjas, a monk with a knife hat, Wolverine, a black boxer, and God Emperor Genghis "Shao" Khan.

MK3 tried going full cyberpunk, which didn't work as well.

But I think the main reason it didn't work was not because the setting is bad, but because they rushed the fuck out of the game and had to remove one of the main characters due to politics (Johnny Cage), and another for backstory reasons (Raiden). UMK3 is way more solid, and MKT was basically the MvsC2 of its time.
