Both are sort of true. The right is similar to what an average TV of time made the game look, but the left is the ideal way the game could have looked if displays back then could do it justice.

It's why the box art and diagrams in instruction manuals were pixelated. And when Nintendo shows the games in HD it's with sharp pixels, not simulated scanlines.

I like the phosphor shader of bsnes, but takes some getting used to and it is too slow sadly (lots of slowdowns). But it makes the game look like on a real old tv, in the sense that you don'T know there are pixels. Everything looks shaped. Only the vertical lines take some time to get used to.

Raster arcade monitors would have been considered the gold standard for how 8-bit games look, although the developers - or the designer specifically - usually laid things out on graph paper without even initially concerning themselves with pixel by pixel layout which was a job for the sprite artists so not only is there some variation within the realm of "developers intentions" depending on which specific developer you mean, the original developer's "intentions" were always an abstraction that arguably never even really existed and certainly not in a concrete form.

I started using digital imaging software in the '90s with JASC's PaintShop Pro. I ALWAYS used the Gaussian blur effect to make something look more professional because it just looked better on a CRT monitor.

Both examples in your OP pic look like shit. The pixel density (high resolution) is really highlighting how primitive these graphics are and not even blurring will fix it.
