Mortal Kombat, Street Fighter, and Killer Instinct were all made by different companies with different financial circumstances. There are a million possible reasons it didn't get a Japanese release. It might have been as simple as Rare just deciding they didn't want to deal with localization and overseas distribution issues. Who knows?
