I only played SH2 last year and fucked my head up for a day. Couldn't walk down a dark hallway in the daytime w/o imagining PH showing up.

it's a tough choice, there's plenty of unsettling moments in the first 3 games, I found SH2 a little bit scarier, the sound alone in some parts of the maps are quite unnerving. Like when you first enter the apartment building and you're walking up the flight of stairs and the sound suddenly changes to this loud banging noise when you reach the 3rd floor. Parts like that, along with the weird camera angles in some sections make it a creepy game.
