The only decent opposition for Tifa is Yuffie, but she shows no sign of attraction to Cloud and once stole from him and his entire party, leaving them to potentially get killed "for Wutai".
Compare that to Tifa mixing drinks and wanting to be around Cloud, along with personal history, and it's pretty clear that Tifa and Cloud are locked down pretty hard, and that Tifa would generally make a better companion.

And that's not even mentioning body types. If Tifa had Yuffie's body and Yuffie had Tifa's body, the decision would still be clear.
