It was a broadcasting class that wound up being focused mostly into advertising. I had to pick a print ad and break down how it was trying to sell it's product, and then decide if the ad worked. I said it didn't work because it made me want to buy a hotdog more than it made me want to buy a Neo Geo. My professor agreed.

Yah Neo Geo rendered backgrounds entirely by using big ass sprites. Plenty of games on the Neo Geo had parallax, though, it was just costly to implement.

Wrong. It just had no hardware backgrounds. But the sprite engine was so strong, that it could do all of that with sprites, anyway.

Plenty of Neogeo games have multiple background layers.

And the machine could do scanline effects too, although it was uncommon. Garou uses them in the pre-fight dialog and on Terry's 3rd stage (the bridge). I think Metal Slug 2 or X had a desert effect that way too, but it was unused in the final game.

That's the fault of the artists, not the hardware. Theorically the PC Engine couldn't do parallax either but most of the later titles such as Valis IV achieved parallax by using raster effects or whatever.
