I still wish for a game with original Elevator Action gameplay and level design, but with EA Returns' visuals.

The original game had a certain open-endedness to it, in how you could often choose many different routes, and also how you ended up exploring the buildings entirely. This, along with the minimalistic level design, gave it a really high replay value.

In the sense that they aren't compressed, gifs have the potential to be more true to the source video, but they aren't always. gifs have restrictions with regards to their color pallet, maximum possible frame rate, etc, and so in many cases webm can provide a better representation of the source video. I'm not sure what you mean by that. I think you mean that the gif shows more than 256 colors on screen at the same time by overdrawing 1/9th portions of the frame with nine different palettes (resulting in nearly 256*9 simultaneous colors but not quite).

Well it's a bit of a trick since you couldn't draw the whole thing in one frame. You are basically just drawing nine 256 color gifs next to each other and using the rainbow pattern to trick the eye into seeing them as continuous.

That was actually news to me, but I'll believe you since the gif sure looks like that's what it's doing.
However you must recognize that in general this does not mean that the palette of a gif is arbitrarily large. It makes a nice effect in the color wheel image you posted because it lays down one section at a time, and the sections are always groups of similar colors (i.e. first it lays down a bunch of orange hues, then a bunch of yellow and green, then a bunch of green and blue, etc.).

In practice most images you might want to represent as a gif aren't broken down in that way, so the 256 color limit remains relevant. For video game gifs in particular, the technique you are showing off would be of limited use. You could use it to show a differently-colored sprite moving in front of a 256 color background I guess, but it wouldn't be any help if you were trying to depict a 512 color background.

You won't find a 512 color background that easily. 3D rendering can yield a high number of colors but most sprite+background systems are fairly restricted.
Even if something like the PCE could theoretically pull off more than 256, the reality in games is a lot lower.
