I'll laugh my ass off if it does, but I actually doubt it. There've been multiple confirmations of a real finished ROM, and statements that the game went through final QA before being cancelled.
Supposedly there's a lot missing from the "near complete" one we have, but the could be hyperbole. At the very least, it probably does have a finished 2 player mode and maybe more developed levels (they're spartan as hell in the ROM we have, and although that matches up with the "gotta go fast, no time to look around because missiles are heading toward the planet" nature of the game, they do feel a bit beta).

Also, as a side note, iNES headers on the VC NES set doesn't indicate that Nintendo downloaded them off the internet.
...although at best they do indicate that they're lazy fucking hacks and probably used publicly available tools and software to dump the roms and tag the roms, tools and software made by people they demonize regularly
and they probably subcontracted out emulator development too because maybe the emulator actually expects and uses the header, so it's not like it's made with deep Nintendo internal knowledge of the machine

Nintendo wouldn't care about it being perfect. If the game runs, looks fine, sounds fine, and doesn't crash, that's all you need. The internals could be held together with loads of hacky garbage since each game packages its own version of the emulator.
