Supposedly there's a lot missing from the "near complete" one we have, but the could be hyperbole. At the very least, it probably does have a finished 2 player mode and maybe more developed levels (they're spartan as hell in the ROM we have, and although that matches up with the "gotta go fast, no time to look around because missiles are heading toward the planet" nature of the game, they do feel a bit beta).

Also, as a side note, iNES headers on the VC NES set doesn't indicate that Nintendo downloaded them off the internet.

True. I meant in terms of opportunity costs. The money you use on a SNES mini could literally be used on something else and you still could have a relatively easy to use and capable SNES emulator with a modern PC. If you buy the SNES mini, it wouldn't be a huge loss of money, but that still is money you could have used to buy something else.
