You saw the emulation they cobbled together. No real effort was put into this collection outside of MAYBE Master Quest.
It's was purely meant to use nostalgia as a means to sell the GameCube and generate hype for Wind Waker.

I assume the Oracle games weren't included because of how recent they were at the time and because they could still be played on the GameCube with the Gameboy Player. And Link to the Past was already on its way to the Gameboy Advance which could also use the Player.
So what this bundle did was allow all of the mainline Zelda games to be played on the GameCube as long as you bought the Gameboy Player and the handheld games.

Now if someone could explain where DLC fits into this...?
