This is true no matter what happened that gen. Even with every big arcade title getting a localization along with RPGs, the PS1 was unstoppable. It won in Japan, too, where Sega was not nearly as strapped for software or shooting itself with a surprise launch or facing retailer boycotts.
The fact is that the Saturn was more difficult to develop for than the PS1, didn't have the hardware sales since it was so expensive, and was less capable at 3D so it simply didn't have the same appeal to software makers as the PS1 or even the N64 which at the very least had tons of power.
