To be fair I think he didn't realize this when it was written. I remember that video when it was pointed out to him and he looked like he was about to break out into tears. The blame rests on whoever the composer for MGS was.

borrowing little riffs and melodies is prevalent in music everywhere you look. I don't know if I would really call it plagiarism. At least not every single time, there are clear moments where they rely very heavily upon the "influence" to the point of straight plagiarism but other times I think it was genuine inspiration and not a nefarious act of music theft.
