I'm going to guess that's the reason. Sato probably worked for the music entertainment division of Sony, not the computer entertainment division.

In a lot of large companies, different divisions might as well be entirely separate companies. Not only would it be a pain in the ass on a corporate level to have him transfer over or do work for two different divisions, but that means that the computer entertainment division would be making money off a music entertainment division employee, and the music division wouldn't want to lose that profit.

Yeah I know it's all Sony so the money ends up going to the same investors, but it's just how mega corporations are structured; divisions actually compete against each other and don't want to share people/profit
