What is currently the best way to emulate games up to the Dreamcast on TV? I don't want to buy original consoles and use roms or whatever, because I don't want to hook them up to HDMI. They look like garbage, and the mods cost a shitload.

Get a CRT monitor and run the games through an emulator in native resolution. A monitor takes less space than a TV unless you get something like a PVM/BVM.

If you run the games on a LCD TV it's going to look like shit regardless.

Lucky for you, Dreamcast supports VGA output at 480p, and every monitor/tv in the world with a VGA input accepts that.

You'll miss out on a couple of games like Bangai-O and the english release of Jojo. (JJBA has a vga compatible version, but it's Japanese only)
