It's not shitty, shitty are the unofficial versions for Famiclones, or the DOS port of SFII, but the console 16-bit versions of SF II are fine. Not great, not better than arcade, but still good.

SSF2:TNC is v3 and the last version released on SNES. The last good street fighter too

Also, FF Special is broken as all fuck. Andy is probably THE strongest character, his moves are ridiculously fast and safe. Jubei Yamada is pretty close. Duck King has that normal with ridiculous advantage on block that moves him forward…

KoF'98 is where it's at. It's a perfect balance of KoF's aggressive playstyle with hopping, jump CD and throw game, and not overly long combos that don't deal over 50% damage.

What about it was awkward? Once you get it, it becomes pretty natural and simple to use. It gives the gameplay another depth, figuratively and literally.
Also, the boss stages don't really have a 2nd layer, but you can still hit them with the special button to make them bounce on the background, that was pretty cool.
Yamada was nerfed on Special, he is a beast in 2.

In all tournament videos I've seen, 2 planes really didn't add that much depth. Some of it, yeah sure. But it's just not very intuitive, with jumping between them being a bit clunky.

FF3 went forward with this because it allowed more attacks which moved the opponent between planes. Still, I think it just wasn't that deep of a mechanic.

I can say that in two FFS tournaments I watched, Yamada felt just really OP.
