Tiny Toon Adventures has some Mario-ish elements, but being able to switch characters with different abilities makes a difference. The best was furball and his ability to walljump (a mechanic that was later used on Buster's Hidden Treasure as well)

The game lets you go fast but I'd say it has more emphasis on jumping than on going fast. It has no automatic speed sections (like Sonic's loop de loops, tunnels, etc).

The good thing about Konami in the 90s, they made different games from each other instead of cloning them. BBL is great but it controls differently from BHT. You can go fast instantly with the dash button (like in Animaniacs).
On BHT you need to gain speed first by running normally, like in Sonic, in that case OP is right, they were obviously inspired by Sonic.
