I used to call it Tokyo Bus Assistant. I don't know if that's right, but I love that game. Peaceful as fuck. And weird. A really great kind of weird where everything is a little empty. Big fan. Are any of the other games you listed playable with limited Japanese knowledge?

There's Jet De Go, which is naturally along the same lines.
It gives you more comfy airborne views than city views since it's about jets, however. (Though the airports are surprisingly pretty for a PS1 title.)
