i don't think the developers cared in most cases, which explains why pixel art was sometimes very detailed even though you couldn't see all the details on a consumer tv. not to mention games being drawn in 8:7 while tv's stretched it to fit the screen.
i mostly play with bilinear filter as it makes the animation look more fluid on lcd and naked pixels are hard on my eyes, or hook up crt tv to a laptop and play in 4:3 without any filters.
